Gareth Morgan is the Executive Director of Future Planning and Resilience in the City of Cape Town. He leads a portfolio of functions that help the organisation plan for the future and to be prepared for shocks and stresses. Prior to his current role, he was the Director of Resilience. He led the development of the first Cape Town Resilience Strategy and held leadership positions in the portfolio responses of the City to both the recent regional drought and the current COVID-19 pandemic. He was a senior member of the team that won the 2020 Global Public Service Award in the COVID Rapid Responders category from the Apolitical organisation.

In the early part of his career, he was a Member of Parliament in the National Assembly (NA) for nine years, serving predominantly on the Portfolio Committee of Environmental Affairs. Whilst in Parliament, he was for one year the Parliamentary Counsellor to the Leader of the Opposition, and for two years he was a whip of the NA. His legislative interests included energy, water, and the green economy.

He is an Archbishop Tutu Fellow and was a recipient of the Rhodes Scholarship, which took him to Oxford University where he read for a MA in Politics, Philosophy, and Economics and a MSc in Environmental Change and Management. He is also a graduate of the University of Natal where read for B.Com and Honours in Political Science. In 2020 he was a finalist in the Mail & Guardian’s Greening the Future Awards.

Konrad is a mechanical Engineer, specialising in the Forensic (Scientific Analysis) of collisions. This is generally known as either Forensic Engineering or indicated as “Accident Reconstruction”. He is registered at the Engineering Council of South Africa (ECSA) in terms of the Engineering Professions Act. Immediately after qualification as Engineer he started working in the field, generally known as Accident Reconstruction, at “Expert Services” in the South African Police. Here he gained experience in this field, specifically related to the application of scientific principles related to Engineering, within the legal domain. He has been involved in the investigation and reconstruction of collisions for 32 years.

After leaving the SAPS, he founded Du Métier Technical Investigations and Consultants, continuing with working in the same field, but with the focus shifting from criminal investigations and litigation to civil litigation. He further developed courses for the investigation of collisions, based on the requirements of South African legislation, applicable to investigations, such as the Criminal Procedure Act. Du Métier also was the only South African supplier for Accident Reconstruction Training for the Forensic Science Laboratory of the SAPS.

Konrad was further the Chairman of the Forensic Engineering Standards Generating Group (SGG) under the Engineering Standards Generating Body (SGB) at the Engineering Council of South Africa, for the generating of Forensic Engineering standards for South Africa. Standards to be used for the different levels of the National Qualifications Framework (NQF levels) controlled by the South African Qualifications Authority (SAQA).

To date, he was involved in the detailed scientific analysis of approximately 4750 collisions, where he either compiled the reports, supplied training to others, or assisted others in the analysis process.
