The topic will cover the ethical theory broadly and specifically address the South African experience of governance crises, decay, state capture, and her specific responses to these matters.

Dr Molefinyana Phera is a career public servant in South Africa, who is trained in Law, Public Administration, Politics, and Governance. He works as the Deputy Director-General: Corporate Administration and Co-ordination in the Office of the Premier, Free State Provincial Government. He holds PhD MA (UFS) LLM (Labour Law), LLB, and B.Tech: Public Management (UNISA) and several diplomas. He is admitted as an Advocate of the High Court of South Africa, an Associate of the Chartered Governance Institute, and a Chartered HR Professional.

Dr. Masiye W Banda is an Associate member of the Institute; an experienced Chartered Accountant, Forensic, CFE, Auditor, and Economist with extensive experience in law enforcement, Government Accounting, and Auditing which spans over 24 years having held various positions in the Public Service with the latest being Director in charge of Specialized Audits. Mr. Banda is currently a Member of the Disciplinary Committee of the Zambia Institute of Chartered Accountants (ZICA), representing members from Commerce and Industry. The Institute has no doubt that Mr. Banda will be able to contribute effectively to his new role and wishes him success and call upon the Accountancy fraternity and the public at large to support him as he executes his duties.
