Ethical Leadership as deterrent to Fraud and Corruption
Ethical Leadership is leadership that is bold, ethical, just, vision-bound, encouraging others to do the right thing and setting the standards of respect, honesty and is community service- orientated. Chapter 2 of Constitution of the Republic of South Africa,1996, is the Bill of Rights - a cornerstone of democracy. The State has a duty to respect, protect promote and fulfil the rights in the Bill of Rights. The following are some of the Constitutional values and principles governing the Public Administration. A high standard of professional ethics must be promoted and maintained furthermore; Public Administration must be accountable.

Workplace ethics specialist and author of the Specialist Certificate in Global Anti-Corruption for the International Compliance Association, Penny is a speaker, facilitator, writer and content developer focused on the creation of ethical organisation environments. A niche consultant, Penny focuses on workplace ethics from the boardroom to the entry level, on fraud awareness, anti-corruption and the management of whistleblowing. She brings decades of in-house experience as an organisation behaviour specialist to her consulting role as Director of Ethicalways, and each year reaches audiences from across the continents. Penny holds an MA Research Psychology and always weaves the latest insights from both neuroscience and behavioural science into her practical input. She is an accredited ethics trainer for the SABPP (professional board for HR in South Africa) and regularly speaks to members of bodies representing what she calls 'the guardian professions', such as the ACFE.
