    The Department of Community Safety & Liaison is often a department that gets blurred with the South African Police Services (SAPS) and the Independent Police Investigative Directorate (IPID). The Department of Community Safety and Liaison (DCSL) has an oversight role to play over the South African Police Service and Municipal Police Departments. The department derives its mandate from Chapter 11, Section 206 of the Constitution of the Republic of South Africa, 1996, to exercise civilian oversight over the South African Police Service (SAPS) and to oversee its effectiveness and efficiency.

    In giving effect to its mandate as contained in Section 206 of the Constitution, the department regularly conducts oversight visits to police stations and other SAPS specialised units throughout the province. The M&E oversight visits are aimed at monitoring the performance, compliance to and implementation of legislations by the police service.

Indeed, corruption is viewed as an impediment to good governance and the rule of law in Africa. The negative effects of corruption have gained significant momentum and attention over the last two decades, particularly due to its impact on basic human rights. Corruption is a reality that involves state institutions, state officials, individuals, groups, syndicates, as well as political, administrative and financial sectors.
